Toulouse is in southern France, so temperatures tend to be higher than in more northern regions, particularly in the summertime when you might find yourself sweating profusely at 3 a.m.. In the winter, however, it does get cold enough to snow, so bring a warm jacket, scarf, hat, and mittens. Springtime is gorgeous -- often sunshiny and beautiful, with blossoming fruit trees that take over the city in swathes of white and pink -- but at all times if the year there's a chance of rain (and sometimes awesome thunderstorms), so check the forecast and plan accordingly.
