Introduction to Puerto Rico
The island nation of Puerto Rico is an unincorporated territory of the United States with a commonwealth status. Taxation without representation? Sort of. As an unincorporated territory, Puerto Rico is under the jurisdiction of the United States Congress, under which only certain Constitutional provisions apply. The 'Rich Port' is also a commonwealth which means that it is an organized insular territory with whom the US has special relations, including a blanket of statutory citizenship and a provision for the common defense. Puerto Ricans pay partial taxes and are eligible in turn to some Medicare and Medicaid. During U.S. elections, these 'sort-of-citizens' are unable to participate in federal voting if they are active residents of the island territory. But what an island it is! A Caribbean archipelago, these tropical isles are only partially inhabited. A mountainous and lush interior gives way to miles of beach and bays. An American territory since the Spanish-American War of 1898, the islands are an easy Caribbean escape for Americans without passports, many of whom enjoy the islands via cruise ships. A cultural mix of former African slaves, Taino (Amerindians) North Americans, and Spaniards, Puerto Rico is a lively locale and a culinary treat, a melding of sun, splash, flavors and traditions.
